Is Medway overlooking an important element in the well-being of it's residents?

With less than fifty days until the local elections, I wanted to take this opportunity to make a positive suggestion to the next Leader of Medway Council.

They should create a new cabinet position:

Portfolio Holder for Medway’s Happiness

So let’s take some time to ensure we understand the cabinet system before looking into what the ‘happiness index’ is, what countries actively monitor happiness, and how a similar system might benefit Medway.
